Justine Rukeba

Board Member

Justine Rukeba is Chief Executive Officer of Emerald Solutions Group, she is the most respected CEOs, and a global subject matter expert within Stability, Development, and Humanitarian space. With 28 years of experience in international development on a global level, Justine held executive leadership roles in various private sector and has managed over $3.2 billion contracts funded by US Government. She has led programs in Middle East, Africa, Asia, and Eastern Europe, worked on European Commission, Canadian Government, Danish Government, United Nations, and the World Bank projects.

With her bold and soft power approach, she has since proved her place among the global leaders in international business sector, drives fellow leaders to invest and contribute into social profit and humanitarian aid.  Justine is frequently called upon as a keynote speaker, and moderator on various international forums to offer her global expertise on stability, development, and humanitarian solutions in conflict and post conflict countries.  

Early in her career, Justine demonstrated an ability to navigate complex political, administrative, and legal bureaucracies in complex environments, and she has been recognized as one of the brightest minds in the global stability space. An international public speaker, she is an inspirational and pragmatic leader who earns a seat at the table wherever she serves, building lasting partnerships and winning the hearts and minds of stakeholders, peers, investors, and communities.

Justine is driven by the passion to make a difference in building peace and ensuring security, she has helped more than a million women and children impacted by war in Rwanda, Afghanistan, South Sudan, Somalia, and other post conflict countries in Asia, Middle East, Africa, and currently in Ukraine.  

Justine is a lawyer and holds a master’s degree in international law (LLM) from American University Washington College of Law and an Executive Business in Leadership from Harvard Law School.
